Victoria’s Court of Appeal saw a leadership change with the ceremonial appointment of Justice Rowena Orr as its fourth president. The sitting in the Banco Court marked Orr’s transition from former state solicitor-general to the top judicial role in the state’s highest appellate court. Chief Justice Richard Niall of the Supreme Court of Victoria praised Orr’s appointment, describing her as a judge of “the highest calibre” and emphasizing her humanity and judgment.

Justice Orr’s Commitments

During her address, Justice Orr emphasized her dedication to intellectual rigor and public service. She stated that a commitment to public service drives the Court of Appeal’s judges and that maintaining public trust requires more than just administering justice—it demands clear communication. Orr highlighted the importance of open communication and proactive engagement with the legal profession, other jurisdictions, and the community. She noted that the court handles only a fraction of the state’s legal cases, relying on the work of practitioners and judicial officers in both appealed and non-appealed matters.

Orr’s focus on improved administration of justice aligns with the court’s broader mission. Chief Justice Niall affirmed the Court of Appeal’s reputation since its 1995 inception, crediting it with enhancing jurisprudence across civil and criminal jurisdictions. The court’s work, he said, has contributed to the state’s and country’s legal environment, maintaining a legacy of high repute through its appellate decisions.

Appointment and Context

Sonya Kilkenny, Victoria’s attorney-general, announced Orr’s appointment to the role effective 29 September 2026, succeeding Karin Emerton. The appointment followed Orr’s distinguished career in legal practice and judicial service, including her tenure as state solicitor-general. On the same day, the Victorian Supreme Court released a practice note for self-represented litigants in civil proceedings and updated guidelines for court communications, reflecting ongoing efforts to streamline judicial processes.

Notable Attendees at Justice Orr’s Ceremony

The ceremonial sitting for Justice Rowena Orr’s appointment was attended by the state’s ex-chief justice and High Court justices. This gathering highlighted the significance of Orr’s transition to the presidency of the Court of Appeal. The presence of senior judicial figures showed the event’s importance within the state’s legal community.
